Head of the Department…
The Head of Department, Dr. Mustafa Adel Abdul Rahim, assumes comprehensive responsibility for overseeing all departmental activities and programs, ensuring full alignment with the university’s strategic objectives and development plans. He is also responsible for activating and implementing the policies and directives of both the university and the Ministry of Higher Education and Scientific Research, within the approved legal and procedural frameworks, in a manner that guarantees the achievement of quality standards and academic accreditation.
In the same context, the Head of Department serves as the official liaison between the department and various relevant entities within and outside the university. This is achieved through active participation in meetings and committees, as well as the follow-up of memoranda of understanding, agreements, and international programs. Such efforts contribute to strengthening the department’s institutional presence and expanding opportunities for academic and scientific cooperation, thereby supporting the university’s orientation toward openness and internationalization.

The Cultural Relations Division plays a central role in enhancing the academic and scientific presence of the University of Fallujah at both regional and international levels. The Division of Students Studying Abroad oversees the affairs of scholarship recipients, study leave holders, and fellows from among university staff pursuing Master’s and PhD degrees at recognized universities, from nomination through post-graduation and credential evaluation.
The Division addresses challenges faced by students, such as extensions, delayed returns, and settlement of interruption periods, in accordance with applicable regulations. It monitors study durations, issues official notifications, and processes non-objection approvals for fellowships to ensure proper recognition of academic degrees.

Division of “Arab and Foreign Students”… A Gateway to Academic Openness and International Student Recruitment
The Division of Arab and Foreign Students is one of the active divisions that plays a vital role in promoting academic openness and strengthening the university’s international presence. It supervises the implementation of the “Study in Iraq” program, a national initiative launched by the Ministry of Higher Education and Scientific Research to attract Arab and international students to Iraqi public and private universities.
The program aims to provide a distinguished educational environment that combines academic rigor with intellectual diversity by offering study opportunities in various disciplines, including medical, engineering, humanities, and administrative sciences. This aligns with the requirements of higher education and enhances the standing of Iraqi universities at regional and international levels.
The Division undertakes a range of organizational and procedural tasks to ensure the smooth implementation of the program, including:
- Following up on nomination applications submitted through the electronic scholarship system.
- Nominating applicants who meet the approved conditions set by the Ministry of Higher Education and Scientific Research.
- Issuing official university orders for accepted students.
- Completing electronic entry visa procedures to enable students to enter Iraq and commence their studies.
- Receiving arriving students at Baghdad International Airport and ensuring their safe transfer to university housing.
