- Be a graduate of:

- Be fully dedicated to studies (employment is not permitted for morning college/institute students).
- Submission of application does not guarantee final admission, which depends on competition with other students according to established criteria.
- Top graduates from Islamic preparatory schools affiliated with the Ministry of Education may be admitted to specific Islamic studies colleges.
- Vocational school graduates may apply to technical education institutions based on Ministry of Higher Education admission plan requirements.
- Top five graduates from morning vocational preparatory schools (first-round passers) will be nominated by the Ministry of Education.
- Top institute graduates (10%) may be admitted to corresponding colleges based on central admission nomination.
General Principles of the Central Admission System:
Student nomination for college/institute admission follows the electronic admission system based on:
- Students are admitted based on 50 choices in their application form, competing by total score.
- Five points are deducted for each subject passed in the second round (maximum 15 points deduction).
- Subject preference principle only applies when competing for final seats according to the approved admission plan.
- The following principles have been canceled:
- Grade improvement
- 10-point non-failure bonus
- English language scores count toward the total, while other foreign languages (French, Spanish, Russian) add 16% of their scores to the competitive total.
- Applicants must fill 50 choices (maximum 30 colleges, minimum 20 institutes). The Ministry may reconsider unplaced applicants' nominations.
- Transfer rules from lower-requirement to higher-requirement colleges:
- Top students in life sciences, chemistry, and biotechnology may transfer to dentistry or pharmacy colleges.
- Top students in mathematics, physics, computer science, astronomy, or meteorology may transfer to engineering colleges.
- Transfers are within the same university unless suitable programs are unavailable (first-round passers with no failure years).
- Accelerated study program rules:
- 10% of seats are reserved for accelerated students scoring ≥80%.
- Competition among qualified students is based on scores and capacity.
- Students may decline accelerated results and continue sixth preparatory year.
- Students have two weeks to register after admission results.
- Time limit: Students exceeding 1.5 times their program duration (including failure years) will be dismissed (postponement years not counted).
- Language college admission for high proficiency students:
- Must hold Iraqi secondary certificate or equivalent
- Must demonstrate full proficiency in reading/writing the target language
- Must pass the college's examination
Required Documents for Application:
Applicants must submit the following to their assigned college/institute:
- Secondary school document showing grades and retaken exams (in sealed envelope)
- Copy of Iraqi nationality certificate (colored)
- Three recent photos
- Copy of civil ID (colored)
- Medical examination form in sealed envelope (results verified by admitting institution; unfit students will be referred to central admission for alternative placement)
